Unlocking India’s White-Water Potential
At the intersection of aviation ambition and maritime innovation, two revolutionary enterprises are quietly redefining the future of regional connectivity in India. WOW (Wings Over Water) and MEHAIR (Maritime Energy Heli Air Services Pvt. Ltd), whose Managing Director Siddharth Verma has been at the helm of greenfield transport projects for over three decades, have a similar objective to develop transport systems in territories where traditional infrastructure has fallen short thus far. While the introduction of seaplane operations to India back in 2011 marked their arrival of the company in the sub continental arena, today they have embarked on another revolution by bringing Wing-in-Ground technology to the shores of India.
The extraordinary coastlines of India, measuring slightly over 11,000 kilometres, has been a source of great opportunity as well as a challenge that needs to be addressed through improving mobility. WOW was formed by the promoters of MEHAIR based on their fifteen years of experience in operating seaplanes in India. The founding logic was straightforward, simple, yet visionary. Though seaplanes are ideal for linking inland lakes and airports to the coast, they need a strong infrastructure in protected waters for undertaking flights, something which may not be possible across the coastline. On the other hand, boats are slow and uncomfortable given the varying sea states across coastlines and changing weather situations. Between them was a niche that no transport mode had as yet filled.
Siddharth emphasises, “The possibility of introducing a craft that combines the characteristics of a boat with the speed and comfort of an aircraft resolved the issue organically. The space was always there, but other pioneers have been oblivious to it”
This solution came through the AirFish Voyager, a WING-in-ground effect vehicle that can fly just a few feet off the surface of the water. Categorized as a marine craft instead of an aircraft, the AirFish has freedom from limitations imposed by sea states, infrastructure requirements and mostly weather as well. Being infra-light and with a maximum speed of 120 knots and a cruising range of 550 kilometres, the AirFish can connect several destinations along coastlines in one hour, seamlessly in a hub and spoke or point-to-point operation.
Two Companies, One Strategic Purpose
MEHAIR and WOW occupy distinct but complementary roles within a unified vision to redefine India’s muti-modal transport ecosystem. MEHAIR continues to lead India’s seaplane sector, retaining its pioneering position in the development of amphibious and water based regional air connectivity across the country.
WOW, in parallel, is oriented toward an emerging global frontier, the introduction of Wing In Ground craft to India at a time when the technology itself is gaining international attention as the next evolution in high-speed maritime mobility. The two companies beautifully blend the twin needs for last-mile connectivity and high-speed coastal transport, offering a unique and a first-of-its-kind transport solution in the world.

Leadership Rooted in Hands-On Experience
The leadership philosophy that guides both organizations was not formed in a boardroom. It developed across three decades of working with greenfield and startup ventures, beginning in the early 1990s when the internet was still in its infancy and most professional learning came through thinking.
The foundation was laid under the guidance of supportive mentors and superiors who extended complete freedom to work, learn, and grow with both authority and responsibility given in equal measure. That environment became a cruicible unlike any conventional internship, accelerating learning at a pace that structured programmes rarely allow. It was a formative experience, and one the founder has consciously replicated for every team that led by him.
“I have found empowering teams and showing confidence to soar fearlessly has paid broader dividends than assigning them to silos and offering constant oversight. Beyond a point, constant feedback becomes background distraction for the teams” he says
This approach granting authority alongside responsibility and allowing teams to learn through initiative, has defined the culture at both MEHAIR and WOW. It is a culture that prizes drive, tolerates calculated risk, and treats every operational challenge as an opportunity to build institutional knowledge.

Navigating a Pioneering Landscape
Introducing any genuinely new transport concept to a market involves a unique challenge that goes beyond conventional business complexity. It requires educating customers, investors, regulators, and government stakeholders simultaneously, often before the technology itself has been widely demonstrated.
MEHAIR encountered this reality in 2011, when few people in India had direct experience or even knowledge of seaplanes travel. WOW now faces an analogous task with WIG craft, a technology that remains new to most Indian audiences, even as it gains traction internationally. The founders regard this not primarily as a burden, but as the defining characteristic of a pioneer’s position.
“Striving forth into the unknown is both a danger and opportunity. One can transform into the other very quickly unless you have a Plan A, B, C and Z’. As a pioneers and avipreneur, this challenge comes with the terrain and managing uncertainty mindfully is what lead to success in the end,” he states
Success for them is a byproduct of hardwork, clarity of vision, adequate resources and a bit of luck. To sustain their position, both companies invest continuously in two areas: access to capital and early adoption of emerging technology suitable to realise their vision. The decision to engage with hydrogen-electric aircraft engine technology, currently in the final stages of international certification, reflects this commitment. The company intends to certify and deploy these engines in India from 2027 onwards, a move that would reduce the company’s carbon footprint to near zero and align its operations with India’s Net Zero commitments.
“Finance is the lifeblood of any business, while innovation is its driving force,” he states his paradigm.
Policy Momentum and a National Growth Trajectory
Long before seaplanes received formal policy recognition under India’s regional connectivity framework, MEHAIR had already demonstrated the commercial and operational viability of water-based aviation in the country. Between its inception in 2011 and the onset of the pandemic, the company accumulated more than 3,000 seaplane flight hours across the Andaman & Nicobar Islands, Maharashtra, and other operational geographies, carrying in excess of 30,000 passengers.
What began as a pioneering venture evolved into a practical proof-of-concept for an entirely new mode of transportation. Through partnerships with the Andaman & Nicobar Administration, Maharashtra Tourism, and premium hospitality destinations in Lonavala, the company established that seaplanes could serve as a reliable and sustainable transport solution rather than merely an experiential or novelty offering.
The seaplane paradigm shifted with the launch of the Regional Connectivity Scheme (RCS) in 2016, and more decisively with the inclusion of seaplanes under UDAN 5.5 in 2025 — a landmark policy shift that formally recognized the strategic potential of water-based aviation to unlock regions beyond the reach of conventional airport infrastructure.
The impact has been transformational. MEHAIR has already secured Letters of Intent (LOIs) from the Ministry of Civil Aviation, GOI for 92 seaplane routes across the Andaman and Nicobar Islands, Andhra Pradesh, and Karnataka, with additional route allocations expected as future rounds progress Initial operations are scheduled to commence post monsoon starting with Andaman & Nicobar.
Backed by the enhanced ₹28,000 crore under the recently announced modified UDAN outlay and a dedicated policy thrust for seaplanes, the sector today has the long-term institutional support it lacked for decades, laying the foundation for a truly pan-India seaplane network.
AirFish Voyager – A New Category of Regional Connectivity
While Wing-In-Ground (WIG) technology has existed in concept for decades, its commercial execution has remained elusive. WOW is now helping bring that vision closer to reality. The pathway to deployment is already taking shape, with the AirFish Voyager entering the advanced stages of certification in Singapore under the supervision of Bureau Veritas on behalf of the OEM, ST Engineering. Simultaneously, WOW has initiated the corresponding certification process with India’s Directorate General of Shipping, targeting completion by the end of the year. With the first four AirFish Voyager units expected to arrive on Indian shores from early 2027, India stands on the threshold of witnessing a new chapter in mobility—one that seamlessly combines seaplanes and Wing-In-Ground craft into what could become the world’s first integrated multimodal coastal transport ecosystem.
Beyond operations, WOW has secured the rights for the assembly and eventual manufacture of the AirFish Voyager in India, laying the foundation for a complete domestic ecosystem encompassing training, MRO, operations, distribution, and support services. The initiative aligns closely with India’s self-reliance ambitions while positioning the country as a future hub for Wing-In-Ground technology across the region.
Combining the speed of an aircraft with the comfort of a yacht, wrapped within a futuristic platform equipped with advanced safety systems, the AirFish does not merely disrupt an existing sector—it creates an entirely new one. Building on this foundation, WOW is advancing what could become the world’s first integrated multimodal mobility ecosystem, seamlessly connecting inland water bodies, airports, islands, and coastlines through a combination of seaplanes and WIG craft.
Expected to enter service within the next 10–12 months, the model is uniquely Indian in application yet global in relevance. Sustainable, infrastructure-light, and highly scalable, it has the potential to redefine regional connectivity by blending aviation and maritime innovation into a travel experience unlike anything operating anywhere in the world today.
India’s Second Green Revolution
Both companies have framed environmental responsibility not as a compliance obligation but as a commercial and reputational priority. The AirFish Voyager carries one of the lowest carbon footprints in its class of WIG craft, a factor that was explicitly considered when WOW selected the platform. India’s official SAF blending mandate, which targets 1% for international flights by 2027 and a potential 5% by 2030, applies to non-scheduled operators, including MEHAIR, and the company is already engaged with the transition.
The hydrogen-electric engine collaboration takes this further. If certification proceeds on schedule, the company could operate aircraft with near-zero emissions from 2027, a transformation that the founding team describes as India’s second Green Revolution.

This orientation toward sustainability is consistent with the broader narrative both companies have built that infrastructure innovation and environmental responsibility are not in tension, and that the right technology choices made early can serve both ambitions simultaneously.

Thirty years of creating groundbreaking ventures in aviation and marine transport have enabled the founders of MEHAIR and WOW to look at things not just from a purely strategic perspective. The experience gained from taking the first seaplane into an untouched market, to the present moment when we are launching WIG crafts in the world premiere, can only be characterised by determination and vision.

Looking Ahead: Fleet, Footprint, and a New Chapter
The next five years represent the most consequential phase yet for the organization. MEHAIR aims to expand its fleet well into double digits, building on its established route network and the policy support now in place. WOW, through the AirFish Voyager, aims to transform high-speed coastal and inter-island transportation across both the eastern and western seaboards of India.
The founding team’s vision extends far beyond commercial success. Both MEHAIR and WOW see themselves as contributors to India’s larger connectivity and infrastructure transformation — strengthening regional integration, unlocking tourism economies, and bringing fast, modern mobility to geographies long considered inaccessible. With the AirFish being infrastructure-light, technologically advanced, and planned for assembly and eventual manufacturing in India, the platform aligns naturally with the country’s self-reliance and next-generation mobility ambitions.
The company’s legacy is already established: Putting seaplanes on India’s aviation map.
